General setup > Sales tax > Customer and store sales tax group > Highlight the sales tax group and select the Add button

What is the dialog used for?

Fields & buttons	Description
Description	Edit/enter a description of the sales tax group.
Country/region or state	Edit/enter the country/region or state of the customer or store.
County/purpose	Edit/enter the county or purpose of the customer or store.
